[AT] Farmall Super M, Stage II, question down in the weeds

Looking at your image, Dean, I would say that the holes are indeed 
drilled and tapped but filled with the original "factory" cork plugs and 
painted over.

I will look at my very early Super M later today and see if I have the 
same holes.
