[AT] 430V update

I have a 430T and had early problems getting the throttle to stay where 
I put it. The leather disk was worn out so I replaced it. Better but 
still had the problem. There is a spring up on the front end of the 
throttle shaft (above carb) that pulls the throttle toward idle as I 
remember. Someone had put a bed spring on mine (way too strong) and the 
throttle disks wouldn't hold it. Couldn't find the parts book spring so 
went looking for one with the right length and tension. It took some 
"try and replace" but eventually found one that has worked for many 
years now.
