If you want to read the long reason why this is the new normal just 
google sears horsepower lawsuit.

Basically, Sears and Toro, Deere & Co., Tecumseh Products Co., Briggs & 
Stratton Corp., Kawasaki Motors Corp. USA, MTD Products Inc., American 
Honda Motor Co., Electrolux Home Products Inc., Kohler Co., Platinum 
Equity LLC and Husqvarna Outdoor Products Inc. Were all sued for 
misrepresenting the HP numbers on various pieces of equipment they sold 
from 1994 through 2010 or so.
