Brian,

Prying on the main fork is how I got it freed up.  I am reluctant to pry too much because I don't want to score the bars or break the cast forks.  ALL the forks rock a little on the bars. 

But the important point is, yes:  the tires turn when the pulley is turned no matter what position the forks are in. 

I have the cover off.  The main fork is on the front/top of the group, then the 1/2/R, then the 3/5, then the 4/6.  The 4/6 fork moves just fine when the main fork is on the 6 side (and everything is lined up) but not when it is on the 4 side.  When I set the cover with the shift lever back on it, I can make the shift lever travel the bottom cross passage and up both side, but I can only get the lever to go in 6th gear.  

No matter what position the lever or the forks are in, the tires always turn when the pulley is turned.  That's what stumps me. 

I hope my descriptions are adequate; I know how hard it can be to visualize this stuff.

PS  Dean, I got a replacement disk from John Boehm.  He had one in REAL good shape.

Steve,
Some gears should be turning with the pulley even when it is in neutral. 
The gears that are turning will not be meshed with another gear to make the
wheels turn though. When the shifter forks move gears in line with each
other, then the power will continue to the wheels. Do you have the top
shifter cover off so you can see what is going on? If you have the top
cover off, use a pry bar to try to move the forks. If the forks are rusted
to the shafts or the detents are rusted, you won't get any movement. If
something is out of place, you would probably see some movement in the forks
until something else interferes. When you turn the pulley by hand, do the
wheels want to turn?
