370-420 Lb-Ft would be correct for a 3/4-10 chrome plated bolt, assuming 
it's installed dry (no lubricant used).

The torque will change depending on whether you apply a lubricant (have to 
reduce the torque by as much as 50%) or have a plating other than chrome, 
such as cadmium or zinc (reduce the torque by as much as 25%).

3/4-10 chrome plated bolts should be easy enough to find anywhere. As far 
as your previous concern about the safety wire, you can either drill each 
corner separately, or just drill one hole straight through the entire bolt 
head. The minimum grade you will want to get is Grade 5 ( three marks on 
bolt head), but Grade 8  (six marks on bolt head) would be a lot better. 
If there are no marking on the head of the bolt, they are standard store 
bolts and are Grade 2 bolts, which are soft, mild steel.

In case you run across a bolt with five marks on the bolt head, they would 
be Grade 7 bolts.
