Not true, unless you know some late breaking news dated 23 July or  
later...

The Archives remains open, and the Library, while undergoing some  
downsizing in becoming a more Michigan focussed library, also remains  
open. See for example the comment posted by Randy Riley, Special  
Collections Manager at the Library of Michigan 2 days ago on this blog  
page
