[AT] Profane propane prices; was Fuel prices

You guys are missing a tiny little detail.  How do you measure the
density of smoke?  And if you can't measure it, then how do you levy a
fine for too much of it?  Who gets to decide how much smoke is too
much?  A "judgement" call on the part of a local official?
