Hard to say about you local gov. but here soil testing is done on the state 
level. And they don't care if it came from your yard, garden. or 1,000 acre 
farm. You can probably pick up the boxes for the samples at your local FSA 
office. Now if you want to get somebody meddling around, call in the guys 
from soil and water conservation......
