Economics 101 - the rule of Supply and Demand
When the Supply of _______ exceeds the Demand, prices will go down. As long
as the Demand exceeds the Supply, the prices WILL continue to go up.

Reducing the demand from a couple suppliers for a year will only make the
rest of the suppliers come up with the balance (higher demand =even higher
prices short term from those who ARE selling fuel until they can comfortably
meet that demand) and since this plan does nothing to reduce the TOTAL
demand it will have no effect on overall price of fuel.
