When I have an electrical question I am usually inclined to talk with a
state engineer from Inspection & Licensing rather than look in the NEC as in
the final analysis it's really their interpretation of the NEC that counts.
I had such a talk this morning with a state engineer in the Everett office
on another matter.  But I did bring this grounding subject up.  He said if
your' intent is to pass inspection (a little sarcasm there) then there must
be two grounding rods tied to the equipment ground bar if the sub panel is
placed in a building other than the one housing the main service entrance.
He said further that there has been no change in this interpretation in the
thirty years he has been with the state.

Admittedly this is the interpretation given me from just one state engineer.
Would the story be the same from all offices across the state (kind of think
so but really don't know) and across the country (really really don't know).
But I have absolutely zero interest in the alternative, which is to argue
the code.

I posted on this subject with the thought that there might be someone who
knows from first hand experience that what Warrens' friend said worked in a
particular case; that is, that a sub panel was put in a separate building
w/o any ground rods and it passed inspection.  Or alternatively someone may
know from first hand experience that ground rods were required for passage.
Maybe there will yet be someone who so responds.
