My new house built last year 2006 has a 320 meter base  about 10 ft from the 
underground transformer.  That meter base has a ground rod.  Service to the 
house 25ft away via direct burial cable using a 200 amp service has 2 ground 
rods from it's panel 6ft apart with continuos conductor attached to them. 
My shop is fed from the 320 meter base via direct burial cable 140 ft away 
it has a 200 amp service panel has 2 ground rods with continuos conductor 
between them. My pumphouse is fed from the house service via PVC conduit is 
150 away and the 40 amp subpanel in it has a ground rod and also a lead 
attached to the well casing (in my case a 300ft ground rod) .  All of these 
were installed by a licensed electrician and signed off by the state 
electrical inspector.
