Delorme ( http://www.delorme.com ) has a program called Street Atlas
that is pretty good. You can use it with a GPS and a laptop computer
or palm type device to track where you are and give you directions. I
like to travel with it. If I can't take my laptop with me I can print
out some pretty accurate maps to use.
I'm not sure this entirely fits what you're looking for but may
provide an option. It's not too costly either. I've been a happy
customer of theirs for the past 6-8 years.
