I hope you have gotten some good advice directly, and not via the list.  But, 
in case you hadn't, my initial reply is that yes, that the B 3607R idler gear 
does run independent of the other gears on the shaft.  Are you sure the 
bearing has been pressed on far enough?  Also, I don't know how much it would 
affect what you are seeing, but there is a critical end play adjustment with spaces 
on the right side.  I have found the SM 2004 service manual for the styled 
"B" tractors to be helpful for many of the Waterloo tractors.  It has a lot more 
detail than the later service manuals.  If you are still stuck, and I can 
help, let me know.
