[Steam-engine] Annual Boiler Steam Test?

This sounds a bit dangerous to me.  If you want to
actually test the capacity of a pop valve you need to
send it to a laboratory with a controlled test loop. 
What happens when the valve doesn't respond like you
want it to?  If your are intentionally overfiring to
test the pop how are you going to quickly shut it down
if things don't go right?
