[Steam-engine] Reworking Governor

I would not worry about the brass wearing out.  With the way these engines 
get run now days it will take a long time to put as many hours on that 
governor as was likely put on it in its first year of use.
But if you want cast iron, turn down the spool say 0.250" small on dia. and 
braze some iron rings on.  Then finish turn the rings.
