[Ford-ferguson] MF 35 PTO question

Can someone please explain to me what the PTO shift lever positions are
on the MF 35. I looked at one to buy yesterday after the guy told me it
had live PTO (which I need) but it does not appear to be live. The
tractor had a rear flat tire so I could not move it. The PTO runs in the

position marked "Engine PTO" but does nothing when the lever is in
"Ground PTO". And the PTO would only run in engine PTO with the clutch
(wheel drive) engaged.
