Sorry, Spencer, I didn't mean to blame your system. I have heard that 
some ISP's, rather than sending out a constant stream of messages, will 
batch them for whatever reason, and send them out all at once. Since 
Cecil is using a cable access, that might suggest that some of them 
don't have the robust "back end" that regular ISP's have invested in. 
Sometimes the cause can be more customers taking advantage of the access 
than the provider planned for (either financially or technically).

It would be somewhat interesting to see how my ISP (Verizon On Line) is 
doing, compared to some of the others...
