The CDC issued guidelines for vaccine distribution, which the states are
more or less following, with some variation.  Some of that variation is
going to involve cold storage. The Pfizer vaccine is the one that needs
extreme cold storage, and not all places are equipped to handle that, so
the general idea is to ship it to those places that do have the required
refrigeration.  The Moderna vaccine needs only conventional freezers, so it
is best suited to be shipped to places that are not equipped for the Pfizer
vaccine.  This link explains the CDC recommended phased rollout, which
again, not all states will be following exactly, but your own state should
have information on their own website.
