[AT] Having the right tools for the job

Oklahoma's new director of the ODOT decided that every vehicle on state 
roads must travel a minimum of 40mph.  Farm is the only thing that is 
exempt.  Problem is most roads in OK are not safe at 40mph.  This 
included the State maintained roads..
