Continuity isn't the best test.  The light wire on the starter solenoid
should have battery (+) voltage when you turn  the key minus a couple
tenths of a volt lost to resistance in the system.  A good test is to check
(assuming you have a decent, modern-ish digital volt meter) between the (+)
battery post  and the light wire right at the solenoid.  When you turn the
key, the meter will  tell  you what's being lost, and it should  be small,
again, a couple  or few tenths of a volt.
