If the budget will allow, I would suggest replacing the tractor with one
that has a hand controlled hydrostatic transmission. It is probably a
safer solution than cobbling up a hand clutch.

I don't do anything with the newer tractors, but if I were in that
boat, I would probably weld a lever to the clutch pedal on my 770.
Then you could push the lever forward and that'd stop, let it out
gently and you'll go again.
I saw an Oliver 88 parts tractor that had a similar setup. My guess
would be that you would really need some strength in your left arm,
but I don't see why OT and PT folks couldn't work on that with him.
Just a thought.
