The official name is “side tree trimmer”.  I used to supervise our crews out on the power line.  They are very project specific machines, but really help to trim the branches back.  The booms are fiberglass and insulated/grounded specifically for use next to the lines.  Much safer than sending a man up in the tree to trim it out.
