That sounds similar to a problem we had with the Cockshutt 40 about 40 
years or more ago. Just got the engine put back after a rebuild and 
right from there
the clutch was bad. Step on it to dis- engage and it just dragged. Also 
made a horrible squealing noise. It took some time and figuring but 
eventually somebody
figured out we had left out a shim or two at the front motor mounts. 
This caused binding of the clutch spline on the input shaft when it slid 
to engage or dis-engage.
Put in the shims up front and it made all the difference.
