Guys I'm not sure I understand this discussion.  Paint, lacquer, etc. 
are very much insulators.  When we apply industrial coatings to steel
structures we are often required to do a spark test on them.  It involves
a wet sponge on the end of a rod charged with a fairly high voltage.
If it sparks then we know there is a tiny pin hole in the paint film that
will cause corrosion in the future and it has to be fixed.  

I think if I wanted to protect a flywheel and magnets from rusting I'd 
maybe put a thin film of dielectric grease on them.

I've can't ever recall encountering a flywheel magnet or a magnet inside 
a magneto that was coated---must be a reason.
