The drain plugs at the bottom were intended for compression release valves.

Long time since I rebuilt my 1948 B.  The lead washers form a seal -- 
hence the crush you noted.  Also the pistons don't come to the deck.  I 
think the drain valves under the engine tap into the top of the bore.  
Sorry can't be of more help.  Might try John Boehm on this net.  He is a 
JD guru.
