[AT] Ford 2000 Diesel Three Point

It's been a little while since I've needed to enlist the power of ATIS to
figure out a tractor problem, but I have one that stumps me tonight and I
need to get the rig back to work.  

 

Working on a Ford 2000 diesel, US version of the Fordson Super Dexta.  

 

I am running short on ideas to figure out why the three point lift only
lifts about 3 inches then stops.  It will lift up the world three inches,
but that's all it will do.  

 

I have changed the fluid, cleaned the screens, checked the relief valves,
replaced every o ring.  I checked the pump pressure, and it is good as a 50
year old rig is going to be.  

 

I recreated the adjustments based off the I and T manual.  Its all by the
book.  

 

I am out of ideas.  What would cause the three point arm to raise about
three inches from ground level with full power but then stop?
