Bill, something more important is to keep an eye on the water level ,if 
it gets low it could cause some harm ,but I doubt if 1.5 watts has 
enough to even cause that .  I would worry more about " if " the panel 
has a built in blocking diode . If not your charger  will revert to to a 
1.5 watt heater when the sun stops shining because current can backflow 
through the panel too .  Ivan
