I don't pay a maintenance fee, but the tanks have to be tested every 5 
years.   I have received a tank that had only 3 months left until it 
needed testing.  I raised some heck over it and they agreed to test it 
on their dime.   That maintenance fee probably stops having to pay a 
testing fee many times over.
