This was, at one time true in italian communities where most were new to the USA. It is now currently true of black urban culture, psrticularly among black girls and women. I suspect that in large urban centers this sort of thing kinda "rubs off" on a lot of people who are simply trying to "make their voice heard". It is also part of a police officer's training to uas an "authoritative voice" and exhibit "a take charge attitude". There IS A REASON for that!
