Yep, Sawdust or straw or both. There is an ice harvest near here every 
year (canceled a couple times due to no ice).
They cut the ice on the mill pond, drag it out and transport it to the 
ice house. All done using horses and original equipment. They do have 
one engine powered gang saw, it gets used to start the cut lines so they 
  end up with uniform blocks.

They used to use the ice to make ice cream for the social fund raiser 
but the DOH stopped that a while ago. Now the ice cream that is served 
is donated. They do still make ice cream, you just can't buy it...
