[AT] building an Allis Chalmers Engine

I got my block back from the engine shop. It is clean but now  has surface 
rust on it. I want to paint it with some allis orange from tractor  supply. 
what kind of surface prep is good for keeping the paint on it? Also  
thinking about shimming all the rod caps with the crank out of the block. Cuz I  
don't like the idea of checking drag with all the pistons insalled. Any  
thoughts?
