[Ford-ferguson] TO-20 Governor Issues

Any ideas on what would cause the governor to fail on the TO-20?  Dad 
and I replaced it once many years ago and when I was tearing down the 
engine for a tractor overhaul I found:

The cage holding the balls in place shattered leaving only three balls - 
the rest fell out when I removed the 'umbrella' shaped piece.  Mostly 
wondering if there's something we did wrong that could have caused the 
failure...
