Cultivate 2-3 times as the taters grow and it should control the weeds.  You need a set of disk hillers or what IH called "potato hillers."  Around here we call them "tobacco plows."  Agri Supply (on the www) calls em "buzzard wings." Whatever you use, put fresh dirt on the row every time you cultivate.  IMO it's ok to wrap up the plants a little as long as you still see some green when you're done.  Move enough dirt and it will go in between the plants as well as beside them and bury the weeds.
