I agree with what John said. However. I would simply replace the 
spark plugs and wires,
being sure to use the correct mwtal wire cored plug wires that are 
REQUIRED for a mag.
If your wires are not metal core and are the resistor type you will 
have problems like what
you are experiencing.
As for the possibility of a stuck valve, you will need the help of a 
sighted friend.. Pull
off the valve covers and check both cylinders to see that the valve 
springs on the "bad"
culinder look like the springs on the "good" cylinder. Cjeck to see 
if one of the valves is
not fully closed by measuring the height of the good side versus the 
bad side. Even
a 1/32" difference could be where the problem is.
I would say that after you determine what the problem is and fix it, 
that your running
issues will be at least temporarily solved.
If your spark plugs continue to foul after replacing them, replace 
them with plugs that
are at least one heat range hotter, two heat ranges hotter if 
possible. I have had to do
this for all of my tractors due to the quality of today's gas. It 
will foul fresh plugs on
my Allis RC if it is allowed  to idle for a minute or more.
