I agree with Ralph.  Your friend has all the symptoms of a break shoe lining 
soaked with oil.  Find the leak and fix it.
if it was already fixed when the wheel cyl was repaired then just replace 
the shoe and have someone do a slight cut on
the brake drum surface to clean it up.  Make sure that newly repaired wheel 
cyl isn't leaking.

By the way,  I don't know the availability for a 68 dodge but in most 
applications you can buy a remanufactured wheel
cyl. cheaper than you can buy the kit to do the rebuild yourself.
