[Ford-ferguson] 8N starter troubles

When I push the starter button the starter spins but doesn't engage. I can
jump around the solenoid and get the same result. The shaft will turn but
the drive gear will not move down the shaft. The spring on the drive gear is
not broken. What should I check next? Thanks.
