I believe there is a place on the injection pump to bleed it that you
are not seeing.  I don't know enough about it to tell you where to look.

I would hook another tractor to it and pull it.  If it still don't start
break the injection lines loose at the injectors and pull it again until
you see fuel at the lines.  When you see fuel, tighten them up and pull
it again.  I think it will start then.  

This has worked for me in the past.

I have noticed a pretty substantial leak around the throttle shaft on the pump, wouldn't that indicate its pumping? Any ideas?
