That E4 will be the same as my Cockshutt 40. The ignition switch on mine 
only has two position. Off (straight up and down) and on (all the way to 
the right). Originally they had the starter button to the right of the 
switch . I modified mine when the original button gave out and put in a 
button under the dash. The old foot style push button. Works well but it 
might fool a few people who try to figure out how to start it.
The operators manual calls for a main jet adjustment of one and half to 
two and a half turns open.
The manual does not list an idle speed so I guess you play that by ear. 
Max. no load rpm is 1850 and loaded rpm is 1650.
