Google Ford 1215 and take a look at the materials already on-line.  I suspect there may be issues with the hydrostatic drive.  As long as you're young and healthy, power steering is not an issue.  Will this cut down weeds and grass that's 3 feet high?  Of course.  Will it do that at full forward speed?  No.  If you want to mow at 13 mph, then start with at least a 30 horsepower engine and independent four-wheel suspension.  Look carefully at the ROPS.  Some are not collapsible and will not fit through standard overhead doors.
