Yes, and a lot of them are employed by government agencies!

To try to make this tractor related, dad had a saying when he worked at an 
IH dealership and would come across some poorly designed aspect of a 
machine, " The guy that designed this ought to be shot with s&%t and then 
killed for stinking". I can't remember the brand of equipment but they were 
complaining about something to a sales rep about a design problem and he 
replied not to worry since they were having some funerals in the engineering 
department so things should improve on the next model.
