Joe,  I wish I could help you.  The best I can do is offer you double scrap 
metal price if you'll deliver it to me in coastal NC!  See what a good 
friend I am!

All joking aside,  if I were you I'd find a good Ford diesel tractor 
mechanic or I'd pull the injectors and take them to the injector shop to see 
if they are properly atomizing the fuel.
You also need to know that the injector timing is right.  It doesn't matter 
how much or how little fuel you pump in the cylinders,  if it's not atomized 
with the proper air mixture at the right time it ain't gonna run.

A compression test will tell you if the rings are leaking excessively.  Just 
because raw fuel is running past the rings doesn't necessarily mean the 
rings aren't sealing.  Diesel fuel will leak through the crack of dawn.

Are you sure it has the correct battery in it?   Just because it's new 
doesn't mean it's getting the job done.  Check the cables for proper size 
and good connection.  As Farmer would tell you, check the grounds.  That 
thing has to spin fast to start.  Try using two batteries.  Try 24 volts for 
a short burst by putting two 12 v. batteries in series.   It might just be 
tight from sitting up.
Diesel engine mechanics often have a start cart with half  a dozen or more 
batteries for starting newly rebuilt or otherwise tight engines.

There's a lot of stuff you can try without spending money or tearing into 
the thing.
