[Farmall] "surging" SuperC

When reading the manual for adjusting the gov, it tells you that if it is
constantly "hunting" that the sensitivity is set to tight. It probably needs
to be backed off a little. I noticed this when I rebuilt the one on the cub
and readjusted it. It seems very common on all the C's that I encounter at
the shows and at the pulls especially where people are always tweeking for
performance. My Super C does this when not under enough load and has since I
aquired it last year. I have been to busy using it on the farm to adjust it
yet. Good Luck.
