I am in the process of restoring a '39 IHF H and I have the tractor in neutral yet it will not turn over unless the clutch is ingaged, I believe it is too old for that to have been a safty system, si I think the hydraulics must be engaged or some pto. However the side pully platform spins easily, the reae pto lever shifts w/o changing the problem, any ideas?
