Ben,  I think I'd just buy a new reflector.  You could try to buff it out 
with some jewlers rouge or something similar.

On the rim you can use cold galvanizing spray paint or some of the new 
Hammered look silver or aluminum paints.  You should be able to find them at 
Lowes, Home Depot or Walmart or at a well stocked hardware store.
Also, regular old aluminum barn paint will work too.
