There is no difference, John.  The Cubs without hydraulics used a block-off
plate on the block where the pump would mount.  The touch control from 
another Cub will bolt right up to the Cub you are looking at, the castings 
are the same.

  Ran across a Cub with no hydraulics. It is a 48 model.  I have not seen it 
  in person so I have some questions about this "oddball".  Am I correct in 
  assuming the block is different than Cubs with hydraulics (no provision for 
  a pump)? Also, is the clutch and bull gear housings different than Cubs with 
  hydraulics? Specifically I am wondering if there is anywhere to bolt the 
  touch control and if the manual lift used the same mounting places on the 
  housings.
