[Farmall] Cub governor inspection and reinstallation

If it was me and the governor was working fine before, I would just
leave it alone and put everything back together.
When I do it, I pull the distributor out and put the governor back in
using the marks on the two gears. Then I bring the engine up to TDC on
No. 1 and put the distributor back in with the rotor in the right
position. Getting the engine to TDC on No. 1 is just a matter of
bringing it around to the timing mark on the crankshaft pulley (and
keeping your thumb over the spark plug hole to make sure you are on the
compression stroke, not the exhaust stroke - failure to do that can
result in 50/50 chance of the engine being 180° out of time). It is far
easier to adjust the points with the distributor out anyway.
The hardest part is adjusting the linkage, if you have messed with that.
