  You already are doing the very FIRST thing I would try, thats NEW PLUGS 
especially if old ones apperared blackened or oily. Is it a Magneto or 
battery powered coil distributor ignition?? Regardless, the NEXT THING Id do 
is check the points and their gap. If good but only grey oxide coated, I'd 
non abrasively clean/buff/polish them n try her but if thay are badly burned 
or pitted or carboned up I'd replace them. It can help reduce premature plug 
fouling if you use shutters etc to get n keep the engine temp up to 180 and 
over,,,,,,,Dont run the carb richer then necessary,,,,,,,Try a hotter plug. 
If its the 18mm plug try a non resistor Autolite 3116 or a 388 (hotter then 
the specified 386 but still a resistor plug I believe) or maybe a Denso L 
14U 5000....If its the older (like many Unstyled used) 7/8 plug try a hotter 
deep reach side wire electrode plug like an Autolite 3077.
