If you short the ohm meter leads and notice the reading, then read the
primary coil resistance and subtract the leads-only reading, you'll
get the best accuracy.
With such low resistances, many ohm meters show some resistance with
just the test leads. Modern digital meters may not have this trouble,
but the really cheap ones I sometimes use from Harbor Freight show
part of an ohm with just the leads.
