Well around here folks don't try hard enough.  The folks that are horse 
owners around here will feed someone elses horses if they know the horses 
need feed.  Heck, I'll help feed them and I don't even own a horse.  If the 
horses are out where they can be seen someone will offer to help.  If not 
all the folks have to do is ask.

However, I agree that it is an increasing problem.  I'm seeing more of it 
around here.
