Put your test light on the points side of the coil, and crank it. The light should go on and off as the points open and close. When the points close, they ground the negative side of the coil, turning the light off. If the light does not go off, the problem is in the distributor - bad points, bad ground, etc. A bad condenser will not prevent the light from going out, but a shorted one would keep the light from coming on. 
The voltage going to the coil, after the resistor, will be battery voltage with the points open, and somewhere around 6 volts with the points closed. The will be no voltage drop across the resistor with no current flow (points open).
